Most of the island is protected from development: most of the ocean-facing eastern side of the island is within either the Curtis Island National Park or the Curtis Island Conservation Park, while most of the mainland-facing western side of the island is within the Curtis Island State Forest.

For Victoria but I would imagine it would be the same for Queensland.

What is the difference between a state forest and a national park in Australia?

State forests have different purposes and uses to national parks. Because of their different functions, national parks and state forests are managed differently. In state forests ‘resource extraction’ (like logging and mining) is treated as more important than nature protection and recreation.

FiL was a forester. Different from the norm, he banned agistment of stock in his forests because they nibbled the young trees and ruined the chance of a decent timber tree. He also ran a rotation. Once selected trees were logged, that area was not to be touched for another sixty years.
