I need it to work, in that his instinct to chase things is not as strong as the deterrent on the radius boundary.

Are you able to run these days? My dog Daisy was very active but in those days (long ago) I was able to play lots of hectic running and chasing type games with her.

Benny Boy is not interested in any games or toys. Not a boisterous bone in his body.

He may be feeling a bit shut-down after all the changes in his short life. Routines and predictability will help him feel more relaxed, then play should happen.
