Yes. Recently bought a new Win 11 machine and had to move everything I could from the old Win 10 machine.
I kept all my data files on a separate HDD (D: drive) on the Win 10 machine. So it was relatively easy. Just move the actual HDD drive from the Win 10 machine into the new Win 11 machine.
However, I had to re-install all the applications/programs that used those data files. If your application/program came as a single .exe file, then the .exe file will work with Win 11. But if you originally “installed” the program/application then you will need to re-install that program/application.
