I reckon you’re right there.

Maybe not ‘abuzz’, but it’s no great feat of imagination to conceive of one or two police-operated camera drones orbiting about large gatherings, or around gatherings which might have a polemical whiff about them.

One or two officers (or even civilian employees) observing, with the intention of spotting potential trouble early and calling in intervention.
