All you need to be is produce missiles that fly regardless of how they perform or look.
If you can produce a 100 for the cost of one interceptor you are doing your job
If you also have 1000’s of people building them and your enemy is still relying on producing them as business as usual you fall behind.

Anything to force the enemy to expend billions on patriot missiles to counter cheaper missiles and drones.
