I’d say sometimes but not often, more periods of not reoffending rather than permanent which is a reasonable outcome

yeah recidivism rates in WA are high (I mean not just in WA in many places) since we are mainly punitive, the criminogenic effect of imprisonment is impactful. WHile there are steps to be rehabilitative, the hurdles to overcome are numerous – including financial, political, social reasons.

The CJS in Norway is very different in many evidence based ways, and their recidivism rates are extremely low.

the prongs are many, the process slow, and the people are still punitive in nature on the whole.
