Continually turning lights on and off is not efficent.
It may well be quite efficient with modern LED lights.
For short duration off-periods with fluorescent lights – it’s not efficient.
And IIRC it’s not efficient with the older types of common street lighting – mercury vapour and sodium vapour – which take a long time to come to efficient operating temperatures.
