It’s usually a base layer of plastic, a subsoil drain, a couple of feet of clean, well draining sand, compacted with a shiny new compactor, then another layer of plastic, then 100mm of concrete, then the floor covering of your choice. Tiles, carpet, lino(hello 1970), or timber.
