They can turn off their transponders. Happens all the time with illegal fishing boats. Also now happening with cargo ships running blockade or evading sanctions. Russian oil tankers started doing it soon after the Ukraine war started, now ships are doing it in the Persian Gulf.

I’ve never given the matter any thought whatsoever until Bill’s link of handy sites a few posts ago and I looked at the marine one.
