you don’t actually have to give them any lollies… in fact if you don’t then you will be more likely to get the noise you crave…

my guess is that the sign will most likely attract the attention of local law enforcement… but again… noise inducing .. and a possible 24 hours in the lock up, noisy and distracting .. I mean, it’s win win…
