I have done some database collection support on prison tattoos across the country. People will change hair colour, clothing style, facial hair, and even features, but forget they have ink and not change that. The database not only collected the tattoo subject, but style, surrounding features, defects (like scars or just line blowouts), in some cases line weights, and, if we had that information, artist. It is pretty comprehensive.
Each time someone is admitted to prison they take a new photo.
