The signal flag flying is V-Victor, which inn the International (i.e. civilian) Code means, ‘i require assistance’.

In the Allied Tactical Signal Code it means: STREAMING/RECOVERING TOWED ACOUSTIC DEVICES, NOT INCLUDING MINESWEEPING EQUIPMENT

Neither of which would seem likely to apply to what we see in the pic (it never HAD ‘towed acoustic devices’).
