Back in those days they decided to ban the export of animal furs which threw all the fox shooters up in arms.
The reason for the ban was that people were stealing and killing domestic pets for the purpose of exporting their pelts.

You cannot drive a car without a license which is also an ID card. You cannot drive a car on the road unless it is registered, If it is your car and registered under your name, there are cops everywhere watching your movements.
The gun license is similar but nearly so heavily policed. If you drive past a highway patrol car sitting beside the road that does not bother you whatever speed you are doing, you should be aware that it is only there to read numberplates and cross correllate.

I know that gun owners don’t have data on their vehicle’s numberplates to determine that they could be gun carriers but this is the sort of stuff that should be included in numberplate data.
