If the Mayor is decided by a popular vote and the committee for a trout mayor campaigns under the name of Trouty McMayorface, then a trout could be elected to be mayor.

No. Since we’ve previously had laws restricting the eligibility of humans so that we could exclude women and aboriginals, my guess is that the definition of who was eligible started narrow and gradually expanded, not the other way around. We have never got to the stage of allowing the definition to be so broad as to allow the inclusion of animals. So unless the law is changed to allow trout to be eligible I think the answers stays at “no”.

If it were a dog, then we could get serious about this.

Or since all words are to some extent ambiguous, is it pretty profound?

Choose your own meaning for “pretty”.

And the word “ambiguous” really understates the problem.
