If humanity wanted to design and implement a SETI worldwide network, with the ability that far surpasses anything in existence now, how would do it.

probably better off doing something useful.

What if it detected sexy alien women with three breasts wanting sex with Earth men

honestly, even if we detected intelligent life .. say 20 LY away.. so what… what would be the real world impact??? nothing really.. a conversation that would take thousands of years to get going (possibly) and then limited to an exchange every 40 years.. (twice per human lifespan)..
shrug… who cares

Me. I think it would all be rather exciting.

yeh it would be interesting, but even if it happened tomorrow, no one here would live long enough for it to have any changeable effect on our lives. (other than our own response to it)

The Allen Array was supppsed to be that.
I wonder if all the dishes have been installed yet. Checks. Nowhere near. Currently the Allen array has 42 six-metre radio telescope dishes. When complete it will have 350 six-metre telescope dishes. And it’s dedicated to SETI.
Beyond the Allen Array, the SKA. The Australian component of the SKA will have 130,000 antennas.

I suppose if would start off slow but what if they sent us huge amounts of useful scientific data, that could change our lives

There’s more to it than that. Humanity is repeatedly close to the brink of disaster. Any advanced alien race must have avoided all those disasters. How?

SETI budget would certainly expand
