How small would the universe need to be for it to still work the way it does.
I imagine perhaps from our point of view one galaxy should be enough for us to exist exactly like we do.

Nowhere near big enough, we’d already be at the edge or at the edge already, scratching around at the barrier and there’d be a huge debate as to whether God put anything on the other side.

I wonder if a small universe could be created?
Would it have to be created outside of this universe or could it be created in this universe?

Um what. We just had a thread “The universe is a sphere”. To which I replied “impossible, the Planck satellite final result tends to hyperbolic (negative curvature), definitely not spherical (positive curvature)”. Hyperbolic is not finite.
Haven’t watched the video, but is Charley Lineweaver an idiot? Has to be.

Ho hum, read the latest report on cosmology from the Planck satellite. It’s more than 2 sigma on the negative curvature side, that pretty well rules out positive curvature.

Well no, when there are other measurements with different results, it doesn’t rule out anything.
It just shows that at least one of the measurements is wrong, or the underlying assumptions are wrong, or both.
