I wonder myself could you / would you be allowed to set up your own nation in international waters with your own rules and form of government.
I imagine even if so you’d be fair game for anyone wanting to attack you as the same rules might apply to them.

The issue here is not so much new islands in international waters as much as a new island within territorial waters and then using that new island together with the definition of territorial waters to expand the “exclusive economic zone” to 200 nautical miles from the new island allowing access to exclusive fishing and undersea resources. IIRC, Russia tried this in the Arctic and created quite an international stink.

IIRC China has also tried to build a new island in Philippine Territorial waters. Nasty stuff.

360° of 200 nautical miles is a lot of area.
