Being in between homes at present, we are holed up in a serviced apartment for the next few weeks. There is complimentary wifi, with daily download permitted of 250 mb, though we can purchase more if we want. We are subscribed to Netflix. On average, how big would a 3 hour movie be, in terms of mb?

It depends on the desired quality. For HD quality with some allowed compression loss it would be 1 to 2 GB. (It also depends on how much is happening in the movie: a movie with little action and long scenes with few cuts will be more compressible.)

However if you are happy to accept more compression and poor quality then it can actually be below 100 MB. Vimeo, Dailymotion etc use quite brutal compression algorithms, for example.

You could also consider downgrading to the Basic Netflix Plan (no HD and one-screen limit) until you’re in your new home.
