Um, two problems.

One is that balloons on the edge of space don’t stay there. They lose gas and come crashing down over a period of a week or two. They lose gas during the day when hot and come down at night when the gas has cooled.

The other is batteries. If unpowered like Echo 1 (https://en.wikipedia.org/wiki/Project_Echo) then they’re not much use.

If powered to operate as transceiver, then weight becomes a big issue doesn’t it?
