1 clean smart phone screen first

2 place suspect finger on clean screen, unclean hands will show a finger print and clean hands will show no fingerprint

3 send them back to the bathroom if dirty

Should be ok if the screen is cleaned before and after.

Another way to do it would be to get kids to clean their own phone screens then wash their hands then perform the finger print test.

A hand washing drone that takes a photo of the persons clean hands and scans them at 10 minutes intervals and if it detects they are dirty messages them and if they ignore it is uses a taser to remind them.
