Pteropods and ctenophores (comb jellies). https://en.wikipedia.org/wiki/Pteropoda

Although rarely seen, pteropods are not in any sense rare. There are vast stretches of pelagic ocean floor covered in their remains.

Same reason slugs and snails can’t talk.

It’s just a little sea slug, similar to land slugs but living in the sea. And nicer looking :)
