The darkest colour is for major wars, each with a death toll of 10,000+ deaths in the past 12 months.
The next darkest colour (Syria, Libya etc.) is for wars with 1,000 to 10,000 deaths in the past 12 months.

More of a law enforcement problem, it is not like the Mexican Navy, Army and Air Force are involved.

It is usually a mistake to reduce complex human situations to the dialogue of conflict unless there’s literally armed forces involved. People don’t battle cancer, there’s no war on terror (how does one wage war against an abstract noun?) or drugs or diabetes or whatever. Get your linguistic shit in order, world.
