I hold to the hypothesis that the apparent expansion is due to shrinking rulers, rather than space expansion, anyway.

This is old news. Originally proposed in 1988. by Ratra and Peebles.
Brought into the limelight in 1999 by the discovery of dark energy.
There are three levels of explanation of dark energy.
Observations agree so far that neither quintessence nor phantom energy is required to explain the universe. ie. Einstein was right.
