Have you seen any fruit on it? If so, are they like the fruit on the photo that roughbarked posted?
Hard to say without flowers or fruit.
I would think from this picture that the leaves aren’t quite right for the lilly pillies I have seen, just a bit too much texture in them. But I don’t know all the lilly pillies and there may be a reason why these leaves have this texture (deficiency, damage from wind or drought etc).
Dogs going mad for it is an interesting identification fact. Nice observation.

Might be the local piddling message post. Dogs are most interested in other dogs and especially foxes.

My dog prefers her walks to be sniffaris, she loves stopping a lot to see who has left an odour message.
