The rules of the intervention order are set out in the notice. If they have been broken you call the police. I am unsure why you need a PI.

maybe if there is enough setting up then one can guarantee that a person will have been attacked online

It might be helpful to find out the scope of the breach of the intervention order because it helps the police to respond appropriately and inline with the true scope of the problem.
