What charges could an international court in the Hague bring against Putin?

Inciting a war.
Attacking another country without reason for hostile takeover and installing a takeover government,
Stealing property and territories.
Exploiting and using young people with little to no miliary training or war experience to fight in an actual war.
Using an inexperienced army in a criminal manner to attack foreign civilians.
Using a miliary force to carry out terrorism on foreign citizens.
Murdering foreign citizens
Murdering police force personal and armed forces personal
Bombing civilian homes and multiple apartment buildings
Targeting hospitals
Looting
Destroying civilian critical infrastructure such as nuclear power stations
Making nuclear power stations unsafe
Destroying airports
Destroying mobile phone towers
Destroying TV and radio comminations towers

Which are better?

Using an army in a criminal manner to invade another country
Using an army in a criminal manner to murder foreign civilians.

or

Using an army to invade another country
Using an army to murder foreign civilians.

Destroying emergency services radio repeater stations.

Is there a difference between using a fully trained army for war and an army of young teenage soldiers with no training for war?

The Putin / Assad tag team have demonstrated the effectiveness chemical weapons in Douma, with Assad regaining territory held by arebel forces for 12 years (from memory) overnight. I suspect if Putin decides to engage in non-conventional warfare he will go the chemical weapons route long before the nuclear route. Punishment for Russia and Putin for a nuclear attack would probably result in the occupation of Russia by Western powers. Punishment for a chemical weapons attack will be more along the lines of missiles launched at a near empty, near abandoned military base as happened in response to Douma.

It’s a fair point isn’t it, I suppose one difference might be they didn’t deliberately authorise it (that we know) and it was incompetence by armed forces, not really an excuse though.
