I think individual towns should take a vote to see if the town’s folk want to trial a gun amnesty for 5 years, view the results and vote whether to continue with a gun amnesty.

With small pockets of change, more towns that have been personally affected by such events are more likely to want this type of change.

If the 5-year trial period clearly shows a decline in deaths due to civilians opting to not carry firearms, then more towns may opt to move across to this strategy as well.

A town would have to make guns illegal for there to be an “amnesty”, and I am not sure they have the power to override state laws.
