As per the guidance, all US federal agencies must put in place policies and plans so anyone anywhere can immediately and freely access the peer-reviewed publications and data arising from research they fund.

The way the world is heading certain scientific discoveries/breakthroughs/etc should be shared freely
A good example is if someone gets a reliable fusion reactor working and shares exactly how to build them with everyone
