I suggest that you re-read the report from the BBC.

It says that Montana voters rejected a measure that would have provided any newborn infant with the right to medical care that would preserve life.

Put plainly, they don’t care if the kid lives or dies, just don’t expect the state (‘my taxes’) to pay for the medical care that might make the difference between life and death.
