Firstly, there’s currently 72 jobs listed with the FAA for ‘individuals with disabilities’, not 52 as RT (Ratbag Tales) claims.
The article is meant and written so as to to give the impression (without directly saying) that a person with any sort of disability or impairment, including severe psychiatric or intellectual impairment can not only apply for the jobs, but must compulsorily be given the job.
Of course, that’s nonsense. Even for jobs which have been reserved for what are known as ‘Schedule A’ applicants will attract a variety of applicants, and the hirers can select from among those the applicant who they feel is most suitable. Bluntly, they don’t have to give the job to the first person they see, crazy or not.
And, if you look at the requirements for the jobs, you can see that they’re not interested in just any ‘random’ person with an impairment/disability.
Take the two pilots’ jobs adbvertised.
In brief, applicants need to have:
Certificates and Ratings: All applicants must possess either a valid Commercial pilot certificate with airplane, multi-engine land AND instrument ratings OR an Airline Transport Pilot (ATP) certificate with multi-engine land rating, and must possess either a valid first or second-class medical certificate.
TOTAL FLIGHT TIME – 1500 Hours.
Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement.
PILOT-IN-COMMAND TIME – 250 Hours.
Only flight hours acquired as pilot-in-command are creditable.
NIGHT FLYING TIME – 75 Hours.
For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.
FLYING TIME, LAST 12 MONTHS – 100 Hours.
MULTIENGINE AIRPLANE TIME – 500 Hours.
Experience may have been in either light or heavy multi-engine airplanes.
INSTRUMENT TIME – 75 Hours.
At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.

AND
Selective Placement Factor: To qualify for this position, applicants must possess a Commercial Pilot Certificate or Airline Transport Pilot Certificate (ATP) and either a valid First or Second Class Medical Certificate. Selected candidates must obtain a First Class Medical Certificate prior to appointment.
So, it’s not some wild ‘affirmative action’ fantasy where they’re just taking any old Joe straight out of the nuthouse. Raving homicidal/suicidal loonies are not likely to last at least 1,500 hours at the controls of an aircraft. They’re looking for pilots who have at least a demonstrated solid level of experience. People with established credentials and reputations.
And, there’s no suggestion in the article that selection panels would apply any sort of professional judgment to the selection. While applicants can ask for a reasonable degree of accommodation for their disability/impairment in the jobs, there would have to be limits to how far that could be provided.
To be blunt again and to take an extreme example, no-one is going to hire, as a pilot, a severely psychotic person in a wheelchair with only one arm who’s unable to speak. They will, presumably, select the best and most suitable applicant from those who they interview and test.
The whole story is meant for the amusement of Russian allies and clients, the distraction of Russian readers, and the fomenting of more petty distraction in the Us and elsewhere.
As an aside, when it comes to having people with ‘mental conditions’ as pilots, who would you rather fly with: a pilot who’s been recognised as having some mental health problems, received assistance and therapy for those problems, and who may well be on a schedule of suitable medication, or some random person whose problems are not known (or recognised, even by them) or diagnosed, has received no advice or help, and who’s struggling with them all on his/her own?
