Random thought experiment.
Let’s say you want to build a harbour here:

Cliffs as far as the eye can see in either direction. How would you go about it?
Obviously there’s lots of rock you can use to make a breakwater. But how to get it down there?

I’m thinking blast a ramp along the cliff going down to the sea. Store the rubble up the top side temporally. Once your ramp reaches water level you can start taking all the rubble back down and build a breakwater.

There’s many types.

Though it doesn’t really matter I suppose, the only real difference is getting down to the water from the top of the cliff.
Maybe just a big external freight-type elevator, and if the funds allowed for it a very tall vertical lock & pumps to suit so you could move boats up to ground level.

Let’s say there’s some useful rocks or oil or gas inland, and we need to ship it to the coast for export. Some place half a dozen large ships could use at the same time, bulk carriers, tankers, LNG tankers, that sort of ship. Area of the coast is exposed to wild storms and strong winds for some parts of the year.

Anchor them offshore and run pipes or whatever out to them. Some kind of floating platform they can moor to.
