Worth a public holiday but you’d be “swimming upstream” to achieve this…it’s only the Victorians that have the public holiday for the Horse Race…

What about Sozzies? They have a day off for the Adelaide Cup. Collinsville region has a day off for Melbourne Cup and so do a few other council districts of Qld. I think Canberra takes a day off for Melbourne Cup too.
