No, the opposite.
Governments and armies at the time were unaware and unprepared just for how terrible the first world war was going to be. I don’t think any of them would have planned for it to happen the way it did. They had also unwittingly set up the situation where they were all inexorably drawn into the conflict, once the trigger was pulled there was no way for them to back out.
The war to end all wars phrase was a reaction to the horrors of the war from the soldiers who fought there, the press and the general public. Quite the opposite of being a carefully planned and constructed piece of spin.

howard is still powerwalking around sydney when he should be in the hills of afghanistan
how long would that war last if they knew they would be sent there once there time in office is over and they are expendable

From a spin point of view, at the start of the war it was optimistically expected that the troops would be home for Christmas. They were expecting a short, sharp and relatively civilised war.

I don’t know the first example, but possibly the first documented example is some bloke coming down a mountain with some graven tablets containing rules on how to live, and saying that they came from God.

The tablets were light and yes, rocks were added to bring the weight up to the expected weight. Not sure that they did their maths correctly but it was an elaborate attempt to.
Boris, the rocks were to make up the weight in the can so that it would weigh the same as a normal can of tomatoes.
i realise that but the total weight, written on the cans is 3kg times that by the number of cans 14×15 and that comes to 630kg. even if that was nett not gross i can’t imagine the cans weighing that much extra to get a total of 4.4 tonnes.

The 14×15 wall of cans = were confronted by a wall of cans of 3kg tinned tomatoes – 15 rows high and 14 cans across, he said.

Obviously there were more than 630 kg in the whole load. ie: the ship – the Monica – arrived on the Melbourne docks from Naples and on board was a 6.1 metre container with what appeared to be a load of canned tomatoes.
now, 6.1 cubic metres is approx., 6.1 tonnes capacity.
