yes, just wondering what the local for and against issues are if there is any, usually damming a river causes issues to the downstream, i know that Todd only flows certain times, but when it does water would need to get to where it needs to go to etc. :)

and issues to up stream where there would be more water, but this is river has its own needs just wondering what they are.

i don’t know – but does it rain often enough to pay the cost?
probably better drainage and an underground aquifer replenishment would be my preferred option.
