the mute button probably just sends a message to select sound level 0
the volume button probably just selects through the levels until sound level 0 is selected

Correct in that in modern tellies it sends a command to set the volume to zero. On our last telly (just got a new one) I could still just hear the sounds faintly with it muted.
It would save a tiny bit of power because the speakers aren’t being powered.
I wish my dog had a mute button.

I remember our old telly did that too- even when muted, your could still hear it very faintly. Either that or I’m more deaf :)
