I’d say that the answer was “white surface” rather than mirror.

You can get mirrors that don’t reflect a high percentage of the light. For instance Cannon once has an SLR camera with a fixed mirror. It reflected about 1/3 of the incident light, and transmitted (most of) the rest to the film.

The key property of a mirror is that the light is reflected in a specific direction, that is so that the reflection angle is equal to the incident angle.

probably a half silvered mirror, or in this case a 1/3 silvered mirror, aka beam splitter. used a lot in optic experiments.
