Subject: nuclear safe habitat

I’ve just re-read Neville Shute’s On The Beach. There has been a catastrophic nuclear war and human life has been obliterated from the entire northern hemisphere as a result of radiation poisoning. The atmospheric radiation is inexorably spreading and is now progressing southwards through Australia, where only the southern cities still survived. Most of the novel takes place in Melbourne, where people have only a few months before they are contaminated by the lethal nuclear fallout. The population seem remarkably calm and resigned.

Question: would it be possible to construct a nuclear-safe habitat? Can air be decontaminated of radioactivity?

I’m bit confused. Is the decaying particulate matter uranium, plutonium etc, or is it partculates such as pollen, dust motes and carbon particulates that have somehow become emitters?

If the former, what would be their size approximately, and what level of filter would be required to keep them out? Would the normal particulate masks used in industry be sufficient?
