I recon it is recording steam temperature and pressure
The top gauges are ‘cockrane flow meters’ so it’s very obvious to me – It’s a very early starship in the Star Trek universe. The port output of Warp Drives in starships is measured in cockrane’s so that’s what it must be.
It does look like quite an early unit so it may well be steam driven. The wavy meter is likely to be measuring the local spacial graviometric density.

In the hole to right of the recorder can be seen an ink bottle and the clockwork driven mechanism’s wind up key.
