24 hour chart recorder, The near vertical line is the moving pen holder, fed ink via a capillary tube, the paper chart is replaced each day, the horizontal line is a paper guide when changing charts, the curved line is a spring clip to engage the paper chart onto the drive plate behind.

But I may be wrong.

The top gauges are ‘cockrane flow meters’ so it’s very obvious to me – It’s a very early starship in the Star Trek universe. The port output of Warp Drives in starships is measured in cockrane’s so that’s what it must be.
It does look like quite an early unit so it may well be steam driven. The wavy meter is likely to be measuring the local spacial graviometric density.
