first you gotta get yourself blacklisted by the USA, and then you gotta arrange for an Eastern European alliance to collapse, and then you can do what they have done ;P

seriously though, Cuba was forced into it due to a premature oil crisis. That doesn’t mean that we can’t plan such a change, but it is more likely such a crisis may be necessary to provide the incentive.

I think that we have a crisis – climate change. It’s a slow process comparatively speaking, and as such may not be the desired incentive.
Our own oil crisis isn’t all that far off.
