That’s to allow time for Japan to find grounds on which to quit the
IWC, in spite of any earlier statements that they won’t quit it, and thus be able to say to the world ‘stuff you, you don’t tell us Sons of Heaven what to do’, and resume killing whales, but without any restrictions at all..
All in an ‘honourable’ way, of course.

They’ll need time to somehow portray themselves as victims of prejudice, and thus absolve themselves of any responsibility for going back on their ‘word’.

As I see it the whole issue can be put down as a mere misunderstanding about what constitutes scientific research so now after this clarification Japan can bow out gracefully. I don’t think there is any reason why Japan would again take up whaling. It is not as though it was a profitable exercise.

This ruling only affects Antarctic whaling and Japan will continue to whale in other parts of the Pacific.
Japan imports a few hundred tons per year of whale meat from Iceland and Norway (whose whaling does not seem to garner much criticism, for some reason), and it might well be in their best interests to rely on imports more heavily.

I thought Canada was catching far more whales than that. Global Village did a program about hunting by native northern inhabitants of Quebec that included hunting whales, though no whales were caught during the filming itself.

It is most unlikely that Japan will be given permission to continue whaling under a scientific guise. It is probably an internal Japanese political matter, so they can say to the whaling lobby that they have done everything they could.
