In high performance athletes there are some changes in BMR, in the rest of the plebs it seems to not change.

Briefly, no. BMR is determined by the total volume of muscle.
Total MR will increase during the exercise and recovery, obviously.

I suppose it might be the case that regular exercise can increase muscle mass so it may indirectly affect BMR…
Teh intorweb tells me that there is a component of large variation in BMR among cohorts of people with the same muscle mass that is basically unexplained.
I can’t help being inefficient.
