After turning from red they flash amber meaning you can drive through, but look out for pedestrians.
Wookies amber flashing is different.
Here’s my guess.
It is just an added feature to a normal pedestrian crossing ie one with no lights at all.
Then you have the official red green amber pedestrian crossing that you must stop at if red.
So, you have
1. the normal zebra crossing where cars must stop if someone is on the crossing.
B. The normal pedestrian crossing incorporating the red/amber/green lights that cars must stop at if red regardless of pedestrian activity.
iii. The one you described which is a hybrid of 1. and B which is designed to confuse eighty year olds, young nervous Asian students who’s father has just bought them a drivers license and India taxi drivers.

We have them over here with pedestrian crossings. For the traffic lights go amber, red, flashing amber and then green. Flashing amber means there might be some slow-walking stragglers that haven’t made it all the way across yet, so check to see the intersection is clear of pedestrians before you stomp on the loud pedal.

Yes. Pelican crossings usually reduce the time that the traffic needs to stop. At a normal pedestrian crossing with the red and green lights, pedestrians are often across the road and half-way down the street before the traffic is allowed to move. Pelican crossings speed things up.
