Talking of the Whitlam dismissal, I was reading a very interesting piece on the subject not long ago. Few realise how close, in the wake of November 11, Australia came to a mass uprising by workers and students etc and how it was largely the efforts of Bob Hawke to get the movement to “cool it”…
“An estimated 400,000 workers went on strike, knowing they were acting in defiance of Hawke’s appeals against industrial action. All public transport was closed down. Forty thousand people rallied in Melbourne’s City Square. Former Labor Minister Clyde Cameron described it as “the largest political meeting I have attended in my 60 years on this earth.” A student march to the main rally opposite Melbourne’s Town Hall converged with two other marches, one from the waterfront and one of clothing trade workers. “It was like the convergence of three mighty rivers,” reported Tribune. Two thousand teachers marched to the rally, leaving schools “virtually closed down”. Direct Action reported, “The crowd reserved the most enthusiastic response for Halfpenny’s call for action.” After an hour and a half of speeches, the crowd marched up Collins Street, pausing outside the establishment Melbourne Club to chant pro-Labor slogans…”

As to whether they would NEVER do it…
The period of time during which ALP plus Greens is more than half the senate comes to a close in six weeks’ time and there’d be no political gain for anyone to block supply on that timeline.
If the Coalition remains on the nose in the long term, and the PUP were seriously onboard, then I don’t think anyone could say it would never happen.

DDs can never be forced; it is always at the request of the PM.
GGs have consistently maintained their right to refuse a DD request but in practice have never fone so, although in 1983 GG Stephens made Fraser go back and give more detail as to why he needed a DD. (This actually ended up being significant because iy gave Hayden time to announce his resignatipn after being tapped on the shoulder that morning.)
There are currently no DD triggers but the Clean Energy Finance Corporation (Abolition) Bill is currently before the Senate for a second time so if/when it is rejected it will become one.

You have to wonder how the massive number of people who voted Abbott, and now find that they don’t like him all that much, thought he was going to cut taxes, increase capital spending and balance the budget, if not by cutting services.
As has been much observed, Costello’s first budget was something of a ‘bad news’ budget and people felt that they would be worse of personally because of it. However it rated well as being perceived as ‘good for the economy’ and as being harsh but relatively fair.
Hockey has achieved the dubious distinction of presenting a budget that is considered to be both bad for people personally and bad for the economy. Moreover it is clearly targeted at lower income earners while preserving the most significant benefits for upper income earners like the superannuation concessions.
