If life emerges and evolves on at least 1% of planets with suitable conditions throughout our galaxy, then we will probably find evidence of extra-terrestrial life within the next 20 years.
Does that remove the silliness?
(I’m guessing that they are not talking about life in other galaxies)

If life emerges and evolves on at least one of the planets/moon with suitable conditions throughout our solar system, then we will probably find evidence of extra-terrestrial life within the next 20 years.

The “20 years” comment comes from a NASA scientist Kevin Hand, attending Palaeontological Society of Southern Africa’s 18th biennial conference in Johannesburg.
