Most likely ice deposits.
What I think it is is reflected light from salts.

My guess is ice, but you’re right, it could be salts, or little green Men, but probably not xkcd’s interpretation.
The brightness seems to be omni-directional unlike a mirror.
Whatever it is, it’s darn bright.

salts and ice could both be omnidirectional reflectivey.
