My guess is ice, but you’re right, it could be salts, or little green Men, but probably not xkcd’s interpretation.
The brightness seems to be omni-directional unlike a mirror.

Whatever it is, it’s darn bright.

salts and ice could both be omnidirectional reflectivey.

Can be, aren’t always. The brightest reflection from the Moon, in Aristarchus crater, is unidirectional.
