Use an example if you have one of some difficult prick person whom you calmed down and helped especially say if it was someone who had nothing to do with your job.

there does need to be some element of truth though. You need to be able to recall the incident if/when you get to interview stage.
Sometimes I think they throw those questions in there just to see if you can write a paragraph legibly …

It also helps if the staff who are privy to payroll information feel they are being looked after.

I would suggest the reason they get paid well is because in most medium to large businesses the HR manager is often a part of the senior (or even executive) management team.
