We have two can-o-worms at work, but I’m not a BYP member so can’t reply there.
If the can-o-worms came with bedding and everything, then you can put the bedding and worms in, and start putting food scraps in straight away. The thing to remember is to start off with small amounts until they have built up enough numbers to eat more – you don’t want old mouldy food sitting around. So I would say it’s fine to feed them before putting in the second layer.
Another tip is to make sure the first layer is slightly TOO full before putting on the second layer, as putting on the second layer will squash the castings down and you do want a nice tight fit between the two layers.
