the_observer: if all CO2 was removed from the atmosphere then yes it would be disastrous for plant life.
On the other hand, you could significantly lower it without harm. Currently atmospheric CO2 stands at 402 ppm, up from about 280 ppm three hundred years ago. Three hundred years ago there was abundant plant life on earth so you could safely suck down 122 ppm without worrying about eliminating plant life.
Moreover (and this is a terrible article so I am making assumptions about their intent) I believe the idea is to use the fuel produced by this process to power vehicles and machines: this will return the CO2 to the atmosphere so the net CO2 change from the total cycle will be nil.

co2 at 150 ppm becomes critical for plant life.
Plants like it much higher – crops and forrests.
We are putting back some of the co2 removed from the atmosphere at a time when it was far higher.
Unfortunately, much co2 has been locked up in calcium carbonate rock, this is why co2 has, over geologically time, been trending down, which will never be released.
As I stated to crazy, if it were possible to remove co2 from the atmosphere & convert it to fuel we would be in big trouble, at least if it were also possible to do relatively cheaply
