One of China’s leading voices on the South China Sea rejects concerns Beijing’s island-building program has caused damage to tropical reefs, saying it will be “recoverable”.
is this true?

Already done. ;)
FWIW… I am not a marine biologist. The article quotes a coral reef specialist who says that the damage is irreparable. As he is a more neutral party in this issue than the government of the People’s Republic of China, we might consider that his opinion on the matter is more reliable.
If Australia had any damned sense we’d be building a military base atop the Banzare seamount to prepare for the collapse of the Antarctic treaty system.

PS. You do know that artificial islands ARE by definition reefs, I assume.

The what? Checks google maps. Half way between the Antarctic Davis station and Port-aux-francais.PS. You do know that artificial islands ARE by definition reefs, I assume.
They aren’t coral reefs…

I’m inclined to agree that they aren’t coral reefs. Such things don’t occur overnight.
