Is shingles caused by re-activation of dormant zoster virus already in the body, or re-infection from an exogenous source.

To put is another way, do you catch shingles, or just develop it?

it’s a reactivation of the virus

If a person has partial immunity to chicken pox and is exposed to the virus, can they catch shingles as a result, or will it be a second dose of chicken pox?

Infection is usually due to reactivation of the chickenpox virus which finds a nice spot in the dorsal root ganglion of the spine to hide from the immune system. It’s the same virus both times, it never leaves, like Boris…
